Replaces the ontology routing rules of the graphDB

Replaces the graphDB's 'ontologyRoutes' list in the kgconfig document with the supplied set of rules. An empty (or omitted) 'ontologyRoutes' list clears all routes, returning the graphDB to its initial route-free state. Each route's 'ontologyId' must reference an ontology already registered in the top-level 'ontologies' array, and each 'condition' must be a valid ExpressionVisitor expression (see the 'condition' field for supported operators and properties).
